There is a movie that I have only seen once on T.V. and it has been bothering me for years that I can't get its name or even see it again.

I'm able to remember many details but I'm not 100% sure if they are all from the same movie(should be... but I didn't pay attention to the entire movie :( )

As far as I remember it starts in a snowy city, like New York or something, a family of both parents and a daughter are visiting(or just walking, no idea if they lived there)
And I think they are being chased by a strange man, who later meets with the mother who is all by herself on top of a building(I think his husband had something to do with that building that hadn't been finished yet)

I remember the strange had killer her, not sure if slit her throat but I remember that she was pushed and fell over a car or something, then when they went there to check what happened, the body wasn't there anymore.

Later on, these details don't come in order anymore I think, I remember a strange clock that would occasionally appear every time it appeared it was on a different "number".

The father and his daugther go to someone's mansion, no idea why, he invited them :|, And as soon as they arrived, one of them (daugther I think) noted that there was a lightning storm over a place but it was mainly focusing in that area, no clouds around, and the maid answered that it was because there is an iron mine there.

I think there were detectives investigating the case, I'm not sure if the male detective talked to a blind woman... who later died? <.<(not sure :| sorry)

Also, at some point, they were walking and there was a lightning storm and snow going on at the same time, which made the female detective to say that she believed that it wasn't possible and the male detective said in response that it was devil's storm.

later on the movie, it is discovered that the strange man who killer the mother is a satan cultist, and they are after 18 angels, as 666 is actually 6+6+6= 18, and they need 18 angels to bring the fallen angel back.

Theeen, the father and daughter go to a ranch, where the owner is a woman that has a son of 20 years or something, the starring daugther is about 16 and the father is bothered because at some point, they go ride together a horse across the ranch, while the daughter was wearning just one of those, one piece sleeping dress, and the guy's mother said he should just let them be and assured she was going to be ok

Then, almost by the end, the guy asked the girl to help him with the horses, he told him to hold a rope, at this point the father found out something somewhere else, and the guy, whistled or did a noise, so the horses would run in girl's opposite direction, choking her with the rope, it is then found out he is also part of the same cult that killed her mother. The father arrives to a church in which all the "angels" are gathered, and he manages to rescue her daugther which was still alive but critical, the place burns down to ashes and she is taken to the hospital, then when both father and doctor aren't there, the text appears with a black screen, something like.. "the beauty can be the beast itself" (it's actually a known phrase but I can't recall it)

Then the daugther starts levitating until she's in a stood in air position, but still with her eyes closed, then when the father enters into the room, everything is back to normal, and as she awakes, he hugs her and her face is seen from father's back, it's shown how her eyes turn golden-like, and she pulls a surgery tool, possibly a scalpel/blade but, then her eyes turn back to normal, and she lets the tool go, saying something like "I love you dad" and it ends :|

I read about "Devil's rain" but from the images I saw, it's way too old to be the movie I'm speaking of, the movie's quality resembles one of around 92, like.. Azazel, which Denzel Washington starred, so I believe it's around 90 and 2004 <.<

I think the movie you are looking for is called "The Eighteenth Angel" (1998), starring Christopher McDonald, Rachael Leigh Cook, Stanley Tucci, etc.

Here is a plot summary / review from Amazon.com:

"Satan will no longer be beast... but beauty!" That declaration comes early in The Eighteenth Angel, signaling the kind of horror movie we're in for: thick and cheesy. When that line (and others like it) is uttered by mad monk Maximilian Schell, it's even creamier. Schell is ushering in the return of the Antichrist by genetically engineering Satan's minions, but he needs the transplanted faces of beautiful humans to complete the task. Enter Rachael Leigh Cook (pre-She's All That), who travels with dad Christopher McDonald to Italy, perilously close to Schell's monastery-laboratory. The movie has lots of Omen- style devilry, and it's somehow reassuring to see Omen screenwriter David Seltzer still flogging the old 666 gimmick. The genre has its kicks, but the execution here is pretty clumsy, and Cook is a clueless heroine. For pure camp value, however, Maximilian Schell approaches Rod-Steiger-Amityville-Horror status. --Robert Horton
