Roue gov. official has a new herbicide dropped on pot plants found in a national forest.  People including the crop duster pilot who comes in contact with herbicide turn into homicidal maniacs.  Biker gang winds up facing off with thousands in a mall.

Will take a guesss and say the movie you are looking for is one called "Bloodeaters" (1980) (aka Forest of Fear, Toxic Zombies, etc.).

Plot summary (imdb.com): "After drug crops are sprayed with a chemical by a passing airplane, the growers of the crop are poisoned by the chemical and turn into zombie-like mutants."
