I'm trying to remember the title of a film (one that I actually saw twice, much to my shame) that I remember being quite riveting.  It came out around 2007-2008, but it was shot in a way as if to appear it was made in the 70's.  No 70's decor or music (characters have home internet access), just the cinematography was deliberately done on poor contrast 16mm stock.  Even the titles were retro.  (it's a real surprise when you read "Copyright MMVII" at the end)

The story was about a mentally challenged man, who talks to himself a lot, who went around peddling trinkets door to door.  He lives with a sibling, I think, who spends a good amount of the running time looking for a job.  The movie doesn't really have a plot, just follows this rambling sensitive off-putting man-child as he reacts to other people--until eventually he finds himself in some night club full of strangers and loses himself entirely, I guess.

I'm sorry that's all I can remember, and it really bothers me that I don't know the title.  I can't even look up a celebrity's name for help, as it was an independent film with no stars. (though it did get released legitimately, and was reviewed by genuine national critics--how I learned about it in the first place--and came out on dvd)  So it wasn't exactly a home-movie either.

The film you are looking for sounds a lot like Damon Packard's 2002 indie "Reflections of Evil" (http://www.imdb.com/title/tt0350044/). Oddly enough, I actually only just recently purchased the DVD of such, though unfortunately as have to watch I can't guaranteed this is in fact the movie you're looking for. If not, let me know and I shall continue trying to track just what it could be instead.
