I saw a movie in the early 80īs about a man that rides his bicicle with with his cap and and his big glasses and he obseves how the parents spank their little kids, so then at night he goes to their houses and kill them with a baseball bat and torture them, can anyone remember the name of that film??

The film you are looking for is a short called "Maniac 2: Mr. Robbie" made in 1989. Joe Spinell (Taxi Driver, The Godfather 1-2) plays children's TV show host called Mr. Robbie, who receives cries of help from abused children in the form of letters he reads on air. In his spare time, he visits the parents of these children and murders them.

This film was shot as a promo reel for a sequel to "Maniac" (1980) but was cut short due to the untimely death of actor Joe Spinell. The movie is also a remake of the 1975 film "Psychopath" aka "An Eye For An Eye".

"Maniac 2 : Mr. Robbie" is on the "Maniac" (1980) Elite version DVD. Copies of this DVD are quite hard to find. The Elite version is available from amazon.uk:
