Cult Movies/Suspense from the 80's

Question
In the late 80's I saw a movie that I have been trying to remember for a long time now.  All I really remember is a scene at an archery range.  A young boy (I think) was trying to get away from an adult man.  The kid locked himself in a station wagon and the man tried to get in throught the back window, which the kid rolled up on his neck.  He broke the window and took a bow and ran after the boy who had fled.  
That is about all I rmember for sure.  There may have been later scenes that took place on some sort of cliff above water, but I am not sure it is the same film.  
Any help you could give me would be great.

I've looked everywhere for this thing, and I'm not turning up anything useful... is there anything else you might remember about this movie? Actors, maybe, or where you might have seen them since? Where did you see the film, on TV or in a theatre?
