Question
How does any social issue become a new policy?

Answer
The powers that be have to identify a problem, and then come up with a policy to address that "problem." So if a bunch of politicians decide that a particular issue (abortion, drugs, gay marriage, drought, floods, etc.) is a "problem," then they will adopt policies to address those problems.
