did they ever have a player by the name of gene kelley in the 60's or 70's

The all-time roster in the official Dallas Cowboys media guide does not list anyone by that name as ever being on the active roster for the Dallas Cowboys, at any time, for any position.

And no, trying out and not making the team does not make the guy an "ex-Cowboy" any more than failing an audition makes a part-time actor a "former" cast member of a movie or play.

You need to ask the guy for some proof of his claim.  Good luck.

My particular expertise is Dallas Cowboys history from 1960-1988 (the Landry era); I'm also a Cowboys book fanatic (I have almost 300 different Cowboys-related titles), and I also collect Cowboys football cards (but stopped in 93). In addition to my book collection, I have every Cowboys media guide back to 1960, which makes researching questions much easier.
