Question hello,
I am asking if you have heard of a player by the name of Michiel Cavakis, he says he has been on the practice squad for the Dallas cowboys but never had a chance to make the team. Stating the coach Landry pushed to get him on the active player roster but back then Bum Phillips did not allow it because he was too short for a receiver/tight end. Also stating that he had been on the practice squad for at least 2 or 3 years. he is a frequent patron at a local business here and seems sincere, I want to know if what he is saying true, an actual Dallas cowboy player?

I've never heard of "Michiel Cavakis", but that doesn't mean anything.
The Cowboys don't keep detailed records of men who try out, only those who actually make the team (that's true in most industries -- the movie credits don't list the actors who failed the audition, right?).
You really need to ask the guy for proof, because I can neither prove what he says, nor disprove it. One thing he said leads me to doubt his story: Bum Phillips was never a coach for the Cowboys, either under Tom Landry or at any other time. And I seriously doubt Tom Landry would allow an assistant to overrule his own judgment about a player making the team.
I don't believe the story, but you'll have to decide for yourself whether to believe him without solid proof.
