Experience I had a Cowboys webpage recognized around the Internet as the authoritative list of Cowboys links, and I have a Cowboys book collection second to none (200 titles). In addition to my book collection, I have every Cowboys media guide back to 1960, which makes researching questions much easier.

Question Fred, who designs the NFL uniforms? Point being: Since around 1996, I've noticed that about 70% of NFL teams have changed style and look horrible like teams that sport BLACK shoes.(WHY?).....Also, every franchise that once had carpet in their stadiums have replaced the playing surface. The game was more exciting to watch for me...fumbles, sliding in the rain/ snow etc. I now walk away and not watch football. I really miss the 70's-80's part of the 90's.

I can't answer for other teams, but for the Cowboys, Jerry Jones is man responsible for the uniforms. As owner, he gets to decide when and how the uniform design is changed.
Re: Astroturf: I suspect the importance of the passing game has led to more and more teams going to 'turf. It should be noted that the Cowboys home field, Texas Stadium, has sported an Astroturf field since it opened in 1971.
