Well done with the answers to this question. As a person who grew up with the Manchester board in the 1940's onwards I can tell you that you have answered this with absolute acuracy.

I now wonder why these boards are not used in TV competitions where the skill far outwieghs that of those guys who think they can throw darts. They need to challenge `Good` chucker's who have only the width of a dart point to score a double. The Manchester guys were so skilled that they played even when drunk :O) and still won the `Gallon` of ale.
