Dear Friend,
Can people with a microsoft certificates such as MCSD or the like find jobs without having
a university degree (bachelor or master 's degree) or any academic degree? and if so,how much is their salary?

Answer
Salary varies widely on job requirements, geographic area and industry. So there is no way I can answer that question.

Having passed a certification can be a substitute for a degree, but usually you would need experience to supplement. Passing certification tests only shows you have book learning, Its easy to pass those tests by memorizing and they don't always reflect an understanding of the area. So you need real world experience besides.
