1.should process precede procedure or procedure precede process?and what is the difference between procedure and process

SENAY,
PROCESS  COMES  FIRST,  THEN  THE  PROCEDURE   FOLLOWS.
LIKE   IN   BUSINESS,
WE  SET  UP  THE  BUSINESS   PROCESS  FIRST,
THEN  WE  DEVELOP   THE  BUSINESS  PROCEDURES.


A process can be defined as "a logical series of related transactions that converts input to results or output" .

The process we are considering is a "business process," which can be defined as "a chain of logical connected, repetitive activities that utilizes the organization's resources to refine an object for the purpose of achieving specified and measurable results or products for internal or external customers."
EXAMPLE
We  take  the  iron ore,  process the  iron ore  into    steel,
which  are  later  converted  into  various  types  of products  like
machinery / motor  vehicles etc

procedure: a particular course of action intended to achieve a result;
EXAMPLE
"the procedure of obtaining a driver's license";
there  are  various  steps  to  be  taken  like
-filling  up  forms
-oral  test
-road   test
etc etc.

ANOTHER  EXAMPLE

'' TO  GET  A  JOB  IN   ANY  ORGANIZATION,
THE  PROCEDURES    ARE

-read  the  job  ad.
-send your   resume
-seek  an  appointment
-complete  the  application  form
-sit for  the   tests
-take  the  interviews
-finally   the  appointment   letter  is  offered.
