Question
If my roommate goes home for two weeks during the month or for the whole summer do I still charge her for all of the utilities? We are in  big disagreement!!

please help

Answer
If she goes for two weeks Yes there's no point splitting hairs.
However if she's gone for the whole summer then only charge her fixed rates (like the line rental for the phone) anything thats not fixed and based solely on useage is the responsibility of the person using that utility.  If you are both there then you both pay but if you aren't both there then its not fair to have the person who is away paying for your electricity consumption.
