Question
I am not permitted by the landlord to paint or eliminate the dark panelling in the living room, below the chair rail in the kitchen and office area as well as my bedroom (ceiling to floor).  The apartment is very dark because it does not have many windows besides the panelling.

What are my options?

You can drape the walls ceiling to floor with no sew panels of fabric (just hem either end with iron-on hem tape and drape them from rods).  Your best bet here is a remnant bolt at your local fabric store.  

Your other options to lighten the place up a bit are mirrors (they reflect light) and by adding more light sources (up lights, cans, lamps etc.) to the space.
