Thanks for your question.
When I first read your question, my immediate response was, "I don't think so." But I went ahead looked anyway.
Amtrak only goes to Dover, Newark or Wilmington.
Then I checked Greyhound. I made an itinerary from Rockville to Rehoboth. It gave me a schedule of one bus from New Carrollton to Salisbury, then a layover of about 16 hours to wait for another bus from Salisbury to Rehoboth. You could probably walk the distance in that time.
The only other thing I could think of was possibly taking local DART buses around Sussex County; maybe parking at a Park-and-Ride and taking the bus the rest of the way in, but their schedules may be too limited to allow for your plans. You can check their schedules at www.dartfirststate.com.
I'm sorry to say that it seems that the most practical way to get to Rehoboth is to drive yourself.
