Just the other day I noticed these brown spots on my inner thigh and groin area. I honestly have no idea how long they've been there or what they are. What could these be? They are not raised, they don't itch, hurt, bleed and they are not scaly. I'm a 28 year old female.

You have a condition called post inflammatory hyperpigmentation.  Postinflammatory hyperpigmentation (PIH) is a frequently encountered problem and represents the sequelae of various cutaneous disorders as well as therapeutic interventions. This acquired excess of pigment can be attributed to various preceding disease processes that affect the skin such as infections, allergic reactions, mechanical injuries, reactions to medications, phototoxic eruptions, any type of skin trauma, and even dry skin. Treatment can be with bleaching cream like hydroquinone or Konica acid. Thus, when the skin is injured , it can darken.
