Question Dear Mr. Ferguson:
I hope you can help me. I recently downloaded a movie but it came in an unfamiliar format, something called Video_TS. There a lot of files in the folder with this name, Video_TS. The files had extensions I am unfamiliar with, .BUP, .IFO, and .VOB. Those that said VTS_03_1.VOB were large and may have different parts of the movie. Do you know what I need so I can play this movie on a Windows Media Player or Real Player?

Answer They are DVD formatted files. Looks like you downloaded an ISO/copy of a DVD. If you can burn them to a disc as they are, they may work.
How to get them directly to wmv or rp format I don't know. You could try to get them to a disc and then 'rip' it as an mpeg2 movie and then convert it. I'd just play it formt he DVD, though.
