There's no 'magic' way - if the tape has this sort of damage, you're pretty much 'done.'

QUESTION: Turning video links from a website that stream live videos into channels, so you can view them along with your normal tv, as turning the channels to access the conent and not just having to click on the link to start viewing it.

Unfortunately, the web really isn't in a standard that our TV's understand.  "They're" talking that the convergence between our computers and our TV will slowly happen over the next 10+ years....

But the web video is very compressed, small (320x240) and often proprietary (WMV or flash files.)

Video for your TV set is very strict - 720x480 (Standard def) or 1920x1080 (High Def.)

There is "media center" software that can do a little of what you want - Check out the boxee project - http://www.boxee.tv/homepage - it's a piece of software that allows you to turn your PC into a 'media center'; and use a remote to choose between their channels.
