Desktop Video/Video Graphic Ratios

Question
I am Making a 4:3 DV 720x480 Video and I want to put a Graphic over the Video but it must cover the whole Video Size.

Now I know Graphics use None Sqware Pixals so do I have to make my Graphic 655x480?

And if I want it to cover a 16:9 DV 720x480 Widescreen do I make the Graphic 873x480?

Am I right on both of these?

You're wrong on both.

Square pixels conversion from 4:3 is  640x480.
Square pixel conversion to 16:9 is 854x480

These will work and have worked in broadcast for over a decade.

Easier is designing with Adobe Photoshop as it does the screen conversion and permits you to work natively.
