Dear Davide Papa
You have been a lot of help to me in the past and I thank you so very much. I trust no ones advice but yours and I need your expert advice and help again.

I received this informal offer from a company in Germany (that is supposed to be sitting next to Gazprom) to buy D2 oil (1) or (2).
The Offer: (I copy & paste the email offer)

Sir:
Would it be possible to get a statement from you
that, based on due diligence, the buyer would be willing to buy the following:

D2 0,2% Sulphur for 12 month
1.) die 500.000 MT D2 /month for 12 Month FOB Rotterdam, Platt minus
30.- USD
2.) die 1.000.000 MT D2 /month for 12 month CIF Rotterdam or CIF
Houston fix-price USD 525 / MT

With that we can give out a contract. We are looking for some
kind of Letter of Intention.

The man that directed them to me worked for the company in Germany who I know personally and tells me they are a legitimate company and they are involved with the refinery.

(I know a Letter of Intent means nothing.)

But, my first thoughts were to send them a formal RFQ with my intentions of "buying on behalf of my undisclosed buyer" along with the IPA for their commission and ask them to step back and give me the contact information to check their authority to sell D2 oil for Gazprom.

My Questions:
(1) Would this be the right way to go.
(2) Is there anything wrong with their offer to me.  
(3) What does the word ("die") mean in their offer.
(4) If this is not really a real offer, would it be good to play a little for practice.

It's a fake-

The person giving it to you thinks it s real- intermediary chasing intermediary

Good Practice- Say- Please provide a proper offer offer for your consideration- We will consider the offer and accept or reject such -

Please advise how many other need Commission protection ( this will soon let you know if its a intermediary chasing game)
