Question We are a small start-up company that will export wines directly from Washington state to China. We have an approved Wholesalers Basic License from the TTB. My question is do we need a Washington state distributor's license from the state Liquor Control Board in order to export wine internationally? We will not sell wine in-state or export to other states in America. Our business is strictly international export.

Follow my lead -ASSUME THERE IS A LOT MORE TO KNOW-
If you are selling wines for export - then you need a export permit - the export permit is issued to you from the export certified winery who have met stringent matters of quality control and labelling laws-
Therefore any intermediary who knows procedures can becoem a seller or buyer of wines - or any other commodity-
Being a distrubutor is one thing- Being an seller of wines overseas is another -Being a SUPPLIER is again another matter- Either the export endorsed supplier sells to their own secured end buyer or a well informed intermediary buys form a supplier at one price and resells to their own hard sourced end buyer at another price in where export permits and ALL other delivery document are produced from the supplier to the middle "buyer" who simply endorses such over HIS own end buyer that he has secured-
Two deals are in play - One deal from YOU to YOUR end buyer (cotracts) - One deal with the supplier and YOU
BOTH DEALS ARE INDEPENDENT OF EACH OTHER -ONE YOU KNOW SUPPLIER WILL GIVE YOU SUPPLY ON WHAT TERMS AND CONDITIONS - YOU MAKE YOUR OFFER TO THE END BUYER- ONCE THE END BUYER PERFORMS - YOU SEAL CONTRACTS WITH YOUR SUPPLIER TO 'BUY" - IN EFFECT YOU ARE SIMPLY 'FLIPPING ' A CONTRACT- AND MAKING PROFIT ON THE FLIP-
This means YOU have genuine supply capabilties - You first make an offer to YOUr end buyer - enter contract with the end buyer - the end Buyer MUST pay you first with a DLC- in where part of that DLC is transferred to the supplier of whom you are purchasing the wine fromm as per YOUR offer and contract to him-
You then simply direct the buyer to initate delivery processes-as Directed by you-

You don't take possesion of the goods- What you are selling is title to the goods-
If you Physically buying the wine from a supplier for cash, then you should only be buying from a supplier who is already Export ready-and can supply you with the required export permit-
If you want to exclusively sell a winery product - then you also need to get an arrangement with the supplier that You have exclusive agency to sell HIS wine into a particular country- in where with your deal with the winery you can ask for such matters to be printed on the back lable of his bottles-
