I also have a Dodge Journey 2013 with separate climate control and the exact same thing happened to me today. After experience main console touch screen  and voice recognition problems since day one and finally seem to have it repaired under warranty at 63,000 km, I was not impressed with the climate control acting up. Thanks to Roland expert advise, I found out that it was the bottom actuator that had jammed on the tip of the rail where the lever arm travels in. Now, is the rail supposed to be opened at the end, I don't know but after opening the actuator motor and cleaned the contacts for good measure, I set everything back in and it works fine now. The bottom actuator controls the passenger temp and the one above, the vent to windshield to foot air control.
