Thanks for posting your question.  I've got a 1 year old dog in the exact same situation as yours.  It's too bad that the "Expert" posted a generic/form response to your post and didn't really address your specific question.

Hi, I have a German Shepherd 9 month old puppy who exhibits exactly the same aggressive play behavior described. He WILL not take no for an answer when he wants to play with another dog and although he is beautifully trained in "sit, stay, down" to the point where I can walk away for several minutes and he will not move, all this goes right out of his head in the presence of a new dog. He comes when called 100% of the time, quickly and happily UNLESS a new dog is around.  Although he gets used to dogs in a matter of hours and will resume being a wonderful animal, the first encounter is always pretty awful and has annoyed other animals to the point of a fight. You have my sympathy. I have hired a professional trainer (even though I have trained many wonderful dogs myself in the past) and I am hoping continued training and some maturity will help. Otherwise, the only suggestion I have is to not take them to public areas where they might encounter other dogs. It's harsh, but perhaps realistic.
