ANSWER: Hi, Jessica,
Why do you object to using a crate? The dog crate, or kennel, is one of the most efficient ways of housetraining, and it is a management tool that can be used throughout the life of the dog.
It also works with the dog's basic nature to keep it's area (or den) clean, so it teaches the dog to hold its bladder and bowels.
I also am wondering why you need this done in the next 12 days. That's a lot to expect of a 4 month old puppy. Most puppies are at least 6 months old before they learn to control their elimination urges.
I will include here some information on housetraining, although I don't think any of it is STEP BY STEP, it is all very useful. I also included information on crate training in the hope that you will be willing to consider that.

and my mom said shes only has 2 months to prove her self to stay she cant stick the weeing all over the house and if she can do it in 3 weeks ill have more time to train her in other things etc...

The links I sent you before explain how to train the dog to accept the crate and to be at home and comfortable in the crate.
I think your mom is being a little unrealistic in her expectations. As I said in my first email:

Part of the process of housetraining requires PATIENCE and an understanding that you are training an ANIMAL, especially in your case a BABY animal, and it needs a chance to understand what is expected of it.
