Anyway, to answer your question, to my knowledge the composer of the background music for Dr. Katz is none other than series co-creator Tom Snyder (along with help from the Boston based company Shapiro Music.)
I don't know much about Shapiro Music and I should probably apologize.

But information on Tom Snyder can be found on his own website: www.tomsnyder.com. Just to give you a few details, Snyder's primary area of expertise isn't comedy, or music, or television. It's teaching. Snyder has dedicated his life to the education of our nation's youth through the use of interactive software which he develops through his own company, Tom Snyder Productions. Snyder has created/co-created two shows Dr. Katz: Professional Therapist and Squigglevision, an educational, yet often hilarious, toon geared toward a young audience. Truly, he is a man of many talents.
