Question
Q1: How strong is Ultimate Perfect Cell compared to SSJ2 Gohan?
Q2: Who would win if SSJ2 Gohan didn’t save Vegeta and got himself injured? It would have been pretty even because even though Gohan put his body on the line to save Vegeta and himself injured Cell’s attack still injured Gohan. So that proves Cell’s power is pretty even with SSJ2 Gohan, right?
Q3: Was Ultimate Perfect Cell the same level as a SSJ2?

Ultimate Perfect Cell and SS2 Gohan never really fought against eachother, but it's unlikely that he would have actually been stronger than SS2 Gohan if Gohan could kill him with only one arm. Even if Vegeta distracted Cell.
SS2 Gohan was insanely stronger than regular Perfect Cell, and if his arm hadn't been injured, Gohan would have won easilly I think. Ultimate Perfect Cell did power up a lot, but I still doubt it would have been enough. Gohan wasn't defending himself when Cell's attack hurt his arm, he just threw himself in the way to save Vegeta. Not only that, Gohan wasn't as fully charged up as he was before he saved Vegeta.
I don't think that Ultimate Perfect Cell was as strong as a Super Saiyan 2. SS2 Gohan wasn't even as strong as SS2 Goku and Vegeta were later on. So Cell was fighting a weaker SS2 when he fought Gohan, since Gohan was only 11. Plus if he was, he would have certainly finished off a one-arm Gohan. Gohan also said that his power was cut less than half to Goku, so when Gohan finished Cell, he was not as strong as he was at full power earlier. Thanks for the question!
