Actually, Toriyama-senpai himself said that it was only because Pan didn't train hard enough. He wrote that if she had really tried she would have ascended. So no, being a girl has nothing to do with it.

Toriyama admitted that he couldn't think of a logical female SSJ appearance. Girls are just as saiyan-like as males, so Pan should have been able to go super. Eh, she didn't really ever need to fight like that anyhow, so I guess Toriyama figured it wasn't something to fret about.
