Question
when did he write "hurricane" and was it controversial at the time?

Answer
Well Bob Dylan wrote "Hurricane" in 1975 after he read Rubin "Hurricane" Carter's book "The Sixteenth Round: From Number 1 Contender To #45472" it's still in print. Dylan really felt as this man was innocent and even visited Rubin in prison a few times to talk to him, about his life. Very much like a reporter. Dylan was amazed at this man's life wrote the song and through most of the 1970's he sang the song in concerts hoping someone would have a political pull to get Rubin out. He even organized i believe 2 concerts called "Night of the Hurricane" to get Rubin out. There was a book written called "On The Road With Bob Dylan" by Larry "Ratso" Sloman that has a whole chapter on Rubin and what Dylan did. Very informative. The funny thing about it was that after Dylan recorded the song he was gonna give people 30 days to get Rubin out of jail, or he'd fight to get Rubin out. Something Dylan never stopped doing.
