Question Someone already owns the website that I want. It is an individuals personal website. The website has not been updated since 2002 and expires next year. Should I purchase it from them now or wait till it expires and hope they don't renew it?

You can try to negotiate a price with the owner or you could wait for it to expire and try to grab it.
Godaddy.com has a service that allows you to give authority to godaddy.com to negotiate with the domain name owner. When you go to godaddy.com, do a search for the domain name you're interested in. The next page will tell you that the domain name is not available and then you'll find a link that says, "Use a Domain Buy Agent to get this name."
I have an account with godaddy but I haven't used this particular service myself so I can't vouch for it. But if godaddy has a service like that, then they must know what they're doing.
