Question
If a Typica service is led by a Deacon, is communion permitted? If so, where would it come from?

Glory to Jesus Christ!

If the Deacon in question has been blessed by the bishop to do so, yes, communion can be permitted. An extra Host is usually concecrated during the Divine Liturgy prior to the Typica service for use, as is regularly done for Presanctified Liturgies during Great Lent.
