I want to start a university so I have question : is there limit for students loans from banks and government ?

There are limits on federal student loans.  This link will show you the details:

Whether a student is able to obtain additional funding through private loans will depend on their annual income, credit score, and everything else that goes into determining whether you're loan-worthy.
