Is there a way to make a 110 volt incandescent light bulb blink slowly ?

Yes, there are many, many ways.  It is really a function of what you are trying to achieve and how sophisticated you need the flashing or blinking to be.

The easiest way is to purchase a little button that mounts inside the socket and when the lamp is screwed into the socket it engages the button which has a blinking switch built into it.

You can purchase these from electrical supply stores.  Some hardware stores carry them, too.

There are other switchers composed of relays, SCRs and other electronic devices as well.  They are too numerous to elaborate.
