Above is one approach. However, without knowing the configuration, size and application it is near impossible to give you a design criteria.
Engineers who design them for production or product application use experimental data and charts from previous designs to aid their engineering because theoretical design is only approximate.
In deciding the material of the core, shape of the core and shape of the magnetic field you will need to do some deep investigation. In designs where the gap between the poles is small you can get highly concentrated field strength - like, for example, in a loudspeaker. In a bar magnet where the ends are in opposite directions and their are no field shaping materials it requires very high currents in the coil to get strong fields at the ends of the pole piece.
