Are there Load / Stress Testing available during Bridge Site Inspection which will help the Structural
Engineer to take a decision whether the Bridge requires renovation measures ?.

ANSWER: Sorry, I am not an expert in this area.

However, it is reasonable that such is the case. There are many types of instrumentation for doing the testing that you refer to.  Your online web pages are evidence of such engineering practices.

Is it possible to design and develop machines/tools/instruments/devices which will / can produce the results /outputs as after feeding the input - Stress Load - Weight as Automobiles, Human beings, Animals etc, Time Period and Strength of materials - concrete, steel, sand, bricks, cement, wood etc do the mathematical calculations/computations in the processing part and give the results (output) as "20 % structural repairs/renovation measures required", "50 % structural repairs/renovation measures required", "100 % structural repairs/ renovation measures required", "0 % structural repairs/renovation measures required"  similar to Geological Instruments ?.

Detailed analysis reports could be "Specific Column/Beam repairs required".‎‎

For examples : Multiple Cables probes physically connected to the column beam/s below the ground accepting the distribution Load, Calculations of the stress forces and producing the Output by the instrument/s as mentioned.

ANSWER: Much of what you are hypothesizing is possible. However, I doubt if you can remove the 'human' aspect of observation, special testing in weakened areas of beam joints and connections and chipping away old surface paints and coverings to observe what the conditions are underneath the surface materials.

Instrumentation to measure stress and stretching of metal beams is readily available in the current technology of instruments.

I think there is human decision making to decide where to place probes, for example, or other critical areas that the engineer will need to know by a preliminary inspection of the bridge elements.

In most countries there are standards for construction that must be observed and conformed to.

Strain gauge measurements are well known and used constantly to monitor various stress points in structures.  And, yes they are mounted permanently in key places throughout a structure.  Some bridges have 24 hour real-time measurement reading going every day.

It is a very old and well-known technology.
