Answer
The speed of sound it media and temperature sensitive. Their is quite a variation with temperature changes.  It travels at different speeds in differing media (either liquid, gas or solid).

It is easy to measure due to its relative slow speed compared to speed of light, for example.

A simple mechanism to detect when the sound arrives from a distant source can be used to calculate the speed.  If the distance is 100 meters, precisely known, and an electronic stop watch employed to measure the time lapse, speed can be accurately calculated.
