How we can measure or derive the
Universal Gravitational constant value?.

I wish for you to merely do a google search for "measure or derive the
Universal Gravitational constant" and study through the first few results.

There are a few approaches used to either measure (such as that by Cavendish) and others more by calculations using already known parameters of the equations.

The wiki entry is pretty good for an overview and back ground.
