Is it possible to charge Mobile phones
in Heavy vehicles viz Buses,Trucks,Tempos,Vans ?.

Yes, of course it can be done.  If there is no voltage outlet one would be needed.  Commercially available units are available.

Even if the voltage system of the heady duty vehicle is not 12v dc many adapters are available.

Also, some smartphones come with ability to charge from vehicles with other than 12v dc since there are voltage sensitive charging circuits within the smartphone charging circuits.
