What are the Best methods for troubleshooting electrical Transformers in case of checking whether it has failed or malfunctioning?.

Can Multimeter, CRO instruments help in this regard?.

Answer
Yes, a multimeter with good low resistance ohmmeter can check for dc resistance of the coil which is good.

But, for power transformers you must also have a hi-pot tester which test the high voltage for arcing over between coils and coil wires of the same winding.  With very low insulation over the winding wires of a coil they are easily broken down when high voltage spikes occur.
