Is it possible to design a single Debit/Credit Combo card?.

Answer
A card can be either one or both.  Depends on the processing of the transaction by the merchant and the customer.  Many cards as issued by a banking system can be designated to be processed either way at the transaction site.  When the customer is at check out the merchant will ask if the card is credit or debit and the customer can designate either way.  At lease thus is so in the USA.  Every country has its own set of banking rules so I cannot say about your country, India.
