Question
if the input of an inverter has broken and the circuit is open circuited, what is the inverter output voltage will be?

Answer
One must know the cause of the "broken" and result.  And one must know what kind of inverter you refer to.

IF:  It is dc to ac inverter with transformer at the output such as the one in this diagram:

the output would be zero volts ac.

IF: It is ac to dc inverter like this one:

then output voltage would be zero volts dc.
