Question
what is exciter and its uses?

Answer
There are many exciters - a term used in computers, radio, power, microwave, etc.

For example, in broadcasting transmitters an exciter is the amplifier structure that drives the final rf stage which feeds the antenna system.  It can also include the audio modulator that excites the rf power system.

In electric generators it is used to excite the field which controls the output, etc. See:

Give me the electronic field you are inquiring about and I can help more specifically.
