I'm attempting to change to cord on my dryer from the three prong cord to the four prong. I need to know what color wire is neutral and which is the ground? I just not sure.

Hi.

Usually the ground is green and the neutral is white.  In your old cord, you probably have a connection, usually in the middle that has a jumper from the connection to the metal frame of the dryer.  If that is the case, the neutral wire goes on the connection.  Remove the jumper, and then connect the ground wire from the plug to the metal frame.
