Question
I tested all my outlets with a VOM lat night and they are consitantly between 169-174VAC.  Would that be the providor or an in-home wiring issue?  The house only has a 100amp service panel.

Hi.

You would need to check the power coming in at the panel (very carefully not to touch anything you shouldn't) to see what the power is coming in.  If you have any shared neutral circuits, a loose neutral will cause an overvoltage on one circuit and undervoltage on the other.  The same thing can happen to the whole house if the main neutral is loose.  If it is more than 120 volts coming in, most likely the power company will need to fix it.
