Electrical Wiring in the Home - One leg of 240v not right

Question
Incoming power to my distribution panel on one leg is 120V. The other leg is 124v. The leg with the higher voltage does not work when a load is applied. For example, a 15 amp breaker on this leg going to an outlet will read a 124 volts, once a light is pluged in to it the volts drop to nothing, no light, unplug the light the volts come back. 30amp 2 pole dryer breaker, turn dryer on it will spin but not produce heat, the one leg is droping out. I have checked the neutral conections all appear good. This panel is being fed from a 60 amp breaker from the main panel. Help, I cant figure this one out. Thanks.

Hi.

The leg that is not working properly is not connected at some point.  You are getting a reading from feedback through the dryer or other 220 volt appliance.  Check the connections at the main panel, then at the branch panel. You may need to make a 100 watt tester.  Turn off all the breakers at the branch box when testing to avoid feedback.
