In Philadelphia, it is unlawful for anyone except an individual licensed by the City of Philadelphia to install electrical equipment and wiring.
Homeowners are not allowed to install wiring.
The owner of any property wherein any such installation is discovered shall be issued a violation by the Department of Licenses and Inspections.
The limited exceptions include replacing devices and fixtures at existing outlets.

There are several possibilities. Most likely is ghost voltage if you are using a digital meter. They are very sensitive and can read minute induced voltages in dead conductors adjacent to energized conductors. Another possibility is a partially open hot or neutral.
It is often useful to check voltages to a known good source [using an extension cord] to determine which of the conductors' paths is defective.
Circuit failure can be in hot, neutral and/or ground. Suspect speed-wire terminations and bad splices at wire-nuts. After that it gets ugly - broken conductors at over-driven staples, wires pulled too tightly around corners, nails - you can see where this is going.
