Question
I see a lot of questions about flickering ceiling lights and blown bulbs. In many cases I think it'd be fixed (especially if it's old wiring) simply by scraping the wires clean with steel wool before connecting. I've had this problem and after cleaning the leads it was cured.

This would be a better first step than calling the power company which I've seen some experts suggest.

I would have to agree.  The Power company is not involved with the workings of appliances in the home...unless a transformer is defective in the vicinity.  The connections to the "appliances" is very important.  Connections in junctions are "as" important.
