Is Shorthand also available in all foreign languages ?
i.e. French, German, Italian, Chinese, Japanese etc

There are versions of shorthand for most languages. The Gregg method has versions for at least German, Italian, French and Spanish - possibly others. There are versions of Shorthand for Japanese. I would suspect that there are shorthand scripts for any language in common use that would allow people to transcribe at the same speed as an individual is speaking.
