R_T = R / 4



Wire DOES have a resistance.  So if you take a length of wire with R = 1Ω.



Split it in half, R = 0.5Ω for each piece.



Now put pieces in parallel, R_T = R / 2 = 0.5Ω / 2 = 0.25Ω



So 25% of original wire resistance.
