QUESTION: Dear ZZ

Can we Design and Construct Stencils for different languages?.

Examples - French, German, Spanish, Italian, Indian regional languages etc

Can they be useful for architects and draughtsman?.

ANSWER: Could you clarify the question?

Stencils and formats are readily available online and conversion/transfer from language to language has been available using MS Word and OpenOffice for some time.  And, for draftsmen and architects it can be done already in graphic formats.

Can we Design and Construct Hardware Multilingual Stencils similar to a compass box, scale, protractor?.

Similar to a Stencil available in the English Character set, Can we Design and Construct Stencils for different languages character set?.

Examples - French, German, Spanish, Italian, Indian regional languages etc

A Japanese architect will use a Japanese Stencil, A German Architect will use a German Stencil and so on...

The answer is Yes.

There are, online already, basic stencil designs and format conversion software programs for either downloading or conversion to tools such as MS Office.

I think all the languages are supported, even sign language using hand symbols.

It should be readily available for those professionals using formatted and stencil type objects in their project development.

That is my opinion.
