Is it possible to design noiseless Irrigation water pumps running on Electricity or Gasoline?.

If you really mean "noiseless" it is likely impossible because the rotation of the pumping action produces some noise, even though it could be small.

If you mean "quiet" that is very possible and of course sound insulation could be added around the pumping components making it even more quiet.

Gasoline engines that drive the pumps are traditionally very noisy and in some cases the gas engine is moved way out of the area with long transmission lines so as to keep the noise far enough away from the pump site to make them 'noiseless' or at least quiet.
